THE EIGHT CILECT PRIZE COMPETITION - 2013
Rules
1. Eligibility: Each Full Member School is invited to send ONE film entry of not more than 30 minutes in EACH of the THREE categories: FICTION, DOCUMENTARY or ANIMATION. Films should be produced in the calendar 2012 year.
2. Entry Deadline: Postmarked no later than JANUARY 31st, 2013, entries should be sent to:

3. Entry Form: Schools may download the official entry form from www.cilect.org and submit it online or by e-mail but no entry will be allowed in the competition if it is not accompanied by the attached hard copy of the form, signed by the Head of the Full Member School.
4. Format: Film entries should be sent in Beta SP, Digi Beta or DVD formats, in either PAL or NTSC system. To save time (and costs) schools may upload the film on their FTP server and send the link for downloading. The files should be either in MPEG-2 format SD (standard definition) and the subtitles must be burned into the video OR in the DVD-Video format in which case the entire VIDEO_TS folder must be uploaded (all .ifo, .bup and .vob files should be there). For files less than 2 GB file-sharing sites or services could be used: https://www.dropbox.com/ or http://www.dropsend.com/ or https://www.rapidshare.com/
5. Subtitles: ALL film entries MUST BE SUBTITLED IN ENGLISH!
This rule specifically INCLUDES also the schools whose language of teaching is English! Many people whose mother tongue isnot English have problems understanding the dialogues of films shot originally in British/American/ Canadian/Australian/Asian/African/etc. versions of English. The introduction of English subtitles on English-language films actually helps those films overcome that disadvantage.
NB: Films WITHOUT ENGLISH SUBTITLES will not be accepted in the competition.
6. Non-Discriminative Entry Presentation: All film entries are transferred on DVDs. The order of films on any DVD or the numbering of DVDs in the compilation is random. Three months after the deadline for submission of entries is closed, on one and the same date, ONE copy of the completed compilation of DVDs is sent by courier mail to each CILECT Full Member School for reviewing and voting.
7. Voting Deadline: Each Full Member School is granted a period of three months after receipt of the DVD compilation to view the films in it and choose a way to vote (at its discretion).
8. Selection of Nominees: The voting ballot is open and should be sent in written form (either by letter, fax or e-mail) to the Executive Director. It MUST include:
- the school’s choice of FIVE BEST films (in order of first place, second place, third place, fourth place, fifth place) for the FICTION category; AND
- the school’s choice of THREE BEST films (in order of first place, second place, third place) for the DOCUMENTARY OR the ANIMATION category.
9. Special Voting Clause: Schools MAY NOT vote for their own film!
10. Votes Counting: A committee appointed by the Executive Director tallies the votes and announces the nominees and the winners in each category not later than one month after the receipt of all the votes from the schools.
